These programs make it possible for parents to work, go to school, or get back on their feet while their children receive safe, nurturing care.

Join the Child Care Eligibility List (CEL)

The Child Care Eligibility List connects Sacramento County families to multiple subsidized programs through one simple form.
Joining the CEL increases your chances of receiving help with child care costs.

Funding is limited, so placement isn’t guaranteed, but applying is the first step toward support.
Update your CEL information every six months—or sooner if your income, address, or family size changes.

You can apply online or call (916) 369-0191 to complete your application with a Child Action representative.

Check Your Application Status

After applying to the Child Care Eligibility List (CEL), you can log in to your CEL account to check your application status and see where you are on the waitlist. Staying updated helps ensure you don’t miss any opportunities for subsidized care.

Types of Child Care Assistance

Sacramento County offers several programs that help families pay for child care. Depending on your situation, you may qualify for:

• CalWORKs Stages 1–3: Support for families receiving or transitioning off CalWORKs.
• Alternative Payment Programs (APP): Flexible certificates that allow you to choose a licensed provider, family home, or qualifying relative.
• Head Start and State Preschool: Free or low-cost early learning programs with parenting support.

Each program has its own eligibility requirements.
