Title 22 programs must hire staff whose
educational and work experience backgrounds meet the
requirements for Title 22 programs.
Director
& Staff Qualifications
INFANT PROGRAMS
Director Qualifications:
Same as director qualifications in a Child Care Center,
in addition to the following:
- At least 3 semester units required for Director
qualifications shall be related to the care of infants,
and
- Four years experience in a licensed infant center,
or comparable group child care program for children
under five years.
Assistant Director Qualifications:
- Fully qualified infant care teacher, and
- 3 units administration
Teacher Qualifications:
Same as teacher qualifications in a Child Care Center,
except units and experience must include:
- At least 3 units infant care, and
- 6 months experience in a licensed infant center
or comparable group child care program for children
under five years, and
- 15 hours of Health and Safety Training.
Teacher Aide Qualifications:
- 18 years of age or older; or Under 18 years of
age and ROP student
PRESCHOOL PROGRAMS
Director Qualifications:
- High School graduate/GED, and
- 12 units to include courses that cover the general
areas of child growth and development, or human growth
and development, child, family and community, or child
and family; and program/curriculum, and
- Four years teaching experience in a licensed child
care center or comparable group child care program,
and
- 3 units in administration, and
- 15 hours of health and safety training. At least
one director or teacher shall have at least 15 hours
of training on preventative health practices. The
staff person who has the 15 hours of Health and Safety
Training must be on site; or
- AA degree in ECE/child development, and
- Two years’ teaching experience in a licensed
child care center, and
- 3 units shall be in administration/staff relations;
or
- BA degree in ECE /child development, and
- 1 year teaching experience in a licensed child
care center or comparable group child care program,
and
- 3 units shall be in administration/staff relations;
or
- Child Development Site Supervisor Permit or a Child
Development Program Director Permit.
Teacher Qualifications:
- 12 units to include courses that cover the general
areas of child growth and development, or human growth
and development, child, family and community, or child
and family; and program/curriculum, or
- 6 units in ECE and concurrently enrolled in 6 units
of ECE until completion of 12 units of ECE, and
- 6 months work experience in a licensed child care
center; or
- Child Development Associate credential with the
appropriate age group level endorsement, and
- 6 months on the job training and/or work experience
in a licensed child care center or comparable group
child care program; or
- One of the following Child Development Permits:
- Child Development Associate Teacher Permit,
or
- Child Development Teacher Permit, or
- Child Development Master Teacher Permit
Teacher Aide Qualifications:
- 18 years old or older; or
- Less than 18 years old provided, they must be a
high school graduate; or
- Currently participating in an occupational program
conducted by an accredited high school or college
SCHOOL AGE PROGRAMS
Director & Assistant Director Qualifications:
Same qualifications as director in preschool except
units and experience may include:
- 12 units ECE; or
- 6 units in ECE, 6 units appropriate to elementary
school-age children on a unit-per-unit basis, in any
one or a combination of: Recreation, Physical Education,
or units toward an elementary teaching credential;
or
- 3 units or 60 training hours in administration,
3 units or 60 training hours in ECE/CD or recreation,
or physical education, and 9 units or 180 training
hours in ECE/CD or recreation, or physical education.
At least 12 units or 240 training hours must be completed
prior to employment; the remaining 3 units must be
completed within one year of employment.
Teacher Qualifications:
Same qualifications as teachers in preschool except
units and experience may include:
- 6 units or 120 training hours prior to employment
and may substitute all 12 units or 240 training hours
in recreation or physical education.
Note for School-Age Directors and Teachers:
- For both directors and teachers, experience may
include classroom teaching or teacher assisting experience
in elementary or middle school, paid or volunteer
work in physical education or recreation, or college
work-study or internships in recreation or youth development
- Education may include appropriate vocational school
training, professional training as part of continuing
education credits, training programs provided by statewide
or nationally recognized or community-based youth
service organizations.
Teacher Aide Qualifications:
- 18 years of age or older; or
- Under 18 years of age and enrolled in ROP

No child shall be placed in the preschool program
before 30 months without parental permission. A

Mixed Age Group
Whenever groups of children of two age categories are
co-mingled and the younger age group is more than 50%
of the total children present, the ratios for the entire
group must meet the ratios required for the younger
age group. Adults without ECE units can not be left
alone with the children.
