Today, Child Action issued the following statement in response to the Budget Act of 2026. This statement is attributed to Child Action CEO, Adonai Mack:

“Every investment in child care is an investment in California’s workforce, economy, and future. We thank Governor Newsom, Senate President Pro Tem Monique Limón, Assembly Speaker Robert Rivas, and the Legislature for taking an important step toward expanding access to affordable, high-quality child care. This budget delivers meaningful progress for families today while keeping us focused on the work still ahead.”

We commend the Administration and the Legislature for moving closer towards the fulfillment of 200,000 new subsidized child care spaces by allocating $199 million to fund 22,700 spaces. This investment will help begin serving the at least 2,911 families and 4,353 children in Sacramento County who are waiting to access subsidized child care. While this is an important step forward, only about 18% of eligible children statewide have access to subsidized child care, underscoring the significant work that remains to ensure every eligible family can access affordable, high-quality care.

The continuation of the $70 million in funding for administrative and support costs associated with CCPU MOU activities is critical to ensuring our agency has the resources to implement these responsibilities while continuing to provide essential services and support to families and child care providers.

We thank the Administration for the 2.01% cost-of-living adjustment for our resource and referral program which helps families find child care, and supports the licensure and ongoing education of child care providers. We appreciate the continuation of enrollment-based payments and the critical increase in Cost of Care Plus payments, particularly as gas and food costs continue to place significant burdens on families. While these investments represent important progress, rising operating costs continue to outpace available funding, reinforcing the need for a reimbursement system that reflects the true cost of delivering high-quality child care.

As Sacramento County’s leading child care resource and referral agency, Child Action remains committed to partnering with policymakers, business leaders, child care providers, and community organizations to expand access to affordable, high-quality child care. This budget protects the progress made in expanding child care access so more parents can participate in the workforce, helps businesses attract and retain employees, strengthens the child care workforce, and creates the foundation for every child to thrive.

As we look ahead, we are eager to work with the Legislature and the next Administration to build on this momentum by fulfilling the commitment to 200,000 subsidized child care spaces, establishing a reimbursement rate that reflects the true cost of providing care, and ensuring California’s child care system has the resources necessary to meet the needs of every eligible child and family.
