Director of Government Affairs

Heidi leads Child Action’s local, state, and federal legislative programs, advocating for children and families to access quality early learning and for providers to get the resources they need to thrive.

She brings a decade of policy experience spanning early care and education, mental health, online safety, cybersecurity, and public safety at the international, federal, state, and local levels. In tandem with her vocational advocacy, Heidi has taught at Cardiff University’s School of Law & Politics.

Before earning her law degree from the University of Richmond in 2017, she held a doctoral fellowship at the Federal Labor Relations Authority and a clerkship with the Senate Committee on Homeland Security and Governmental Affairs, Subcommittee on Regulatory Affairs and Federal Management, in Washington, D.C.

She serves on the First 5 Sacramento Advisory Committee and multiple state-level early care and education policy committees. As chair of the Sacramento Children’s Coalition Policy Committee, she spearheaded the return of the Children’s Report Card after a multi-year hiatus.

At Child Action, Heidi works to ensure that public policy reflects the needs of Sacramento’s youngest learners, their families, and the early childhood workforce that supports them.
